What this does and does not tell you
The allowance count is the obligation the Directive fixes for the emissions you enter: the Article 3ga share of each kind of emission, times the Article 3gb phase-in for the year. It is computed by the same function the platform runs.
It does not decide which bucket an emission belongs in. The share belongs to the voyage, defined by its two ports of call, and the Commission can designate neighbouring transhipment ports outside the EEA whose calls do not split a long-haul voyage into a short half-counted leg. Allocate emissions as your verified emissions report does.
Nor is it a verified figure. The number that counts is the one derived from the verified emissions report for the year, surrendered from the account of the shipping company responsible for the ship.
