IMO Net-Zero Framework: fuel standard and GHG pricing
IMO Net-Zero Framework for compliance teams: global fuel standard, GHG-intensity trajectory and GHG pricing under MARPOL Annex VI, explained with sources.
The IMO Net-Zero Framework is a set of draft amendments to MARPOL Annex VI that would put a global standard on the greenhouse-gas fuel intensity of ships above 5 000 gross tonnage and a price on emissions above it. It was approved at MEPC 83 in April 2025 and is not adopted. IMO Net-Zero Framework
The extraordinary MEPC session called to adopt it in October 2025 adjourned for twelve months instead, and MEPC 84 in spring 2026 opened the text to new amendments. Nothing in the framework binds any ship today. IMO extraordinary MEPC session IMO MEPC 84
The next decision falls in the first week of December 2026: MEPC 85 from 30 November to 3 December, with the adjourned session due to resume on 4 December. If adopted, the IMO expects entry into force sixteen months later. The article below covers what the framework would do and why this site prints none of its numbers yet.
